I wanted to import a specific tileset from the spriter's resource, but I don't know how I'd import themes.
The tileset, and sprites for animated blocks are in the zip.
(I don't know how to rip the animated block things, so I just put together a seperate sprite sheet for those.)

Hey, I can import this to Wii U for you, but it will either not have animated blocks or will take a bit, since I'll need to find the files for each block.

Damn, I already did the snow and the ice theme. You beat me to the punch. Oh well
Old 3DS XL info:
I used to have a 3DSafe A9LH V11.3.0-36U with Luma in my CTRNAND. Since ReiNAND Reibooted and Re-Reileased, I "switch"ed back.
Right now, I have boot9strap with Luma 8.0 as my CFW. Though, I'd like to see other CFW's for B9S.

Perhaps this can make animated blocks:
1. You replace the theme like normal. This will be frame #1.
2. You add a new image, but change the .0 to .1. The image is an exact copy of the frame #1 tile set, but now, any animated blocks are changed to frame #2. Any non-animated blocks stay the same.
3. Repeat until all animations are there.

I haven't tested this, but theoretically it should work.

No, because the block animation isn't in the Tileset file. Besides, if it were, the extracted would have picked it up as well
